Bob Keefer has been practicing law in Virginia since 1983. Bob has completed the International Association of Chiefs of Police (IACP) & National Highway Traffic Safety Administration (NHTSA) approved student course in administration of standardized field sobriety tests - the same class the police officer had to pass to become an officer in Virginia.
Bob is one of the few IACP/NHTSA Certified Field Sobriety Instructors in the Virginia, having received the Field Sobriety Instructor distinction under Defense Consultants Walden, Platt and Associates, in San Antonio, Texas. This is the same certification that the person who taught your police officer should have had.
Bob has also completed the DOT Certified Breath Technician course in the Intoxilyzer 5000. His firm owns three of the Intoxilyzer 5000s and has them in his Harrisonburg office.
In order to properly represent a Virginia DWI client the lawyer has to know the breath test machine.
Bob discovered that in 2005 Virginia law enforcement agencies were labeling the Intoxilyzer 5000s “dated, unstable and unreliable” in internal documents.
Bob has also traveled to Wyoming to study the machine that Virginia has purchased to replace the “dated, unstable and unreliable” Intoxilyzer 5000. That machine is the EC/IR II. Bob has written articles published on the Internet about the problems with the EC/IR II.
Bob is a member of the National College for the DUI Defense.

He has attended the Texas Trial Lawyer’s Annual Mastering Scientific Evidence In DWI/DUI in Dallas, Texas and the National Association of Criminal Defense Attorneys’ DWI Means Defend With Ingenuity Seminar in Nevada.
